ACTIVITY 1 AND 2 - Study on spatial planning and Joint spatial planning

Activities 1 and 2 of the "Joint spatial planning" work package were envisaged within the framework of the project as a result of the growing need for the acquisition of common methods and instruments for cross-border homogeneous spatial planning. The administrative division between Slovenia and Italy meant the preparation of the documents of spatial planning, which differ in the principles and methods of implementation, resulting in patchy spatial planning of cross-border Karst. At the same time it is repeatedly noted that the lack of uniformity appears in the first place already on the national level despite the strategic spatial planning policies in the Republic of Slovenia, since in this case there is a lack of an appropriate instrument as a basis of regionally coordinated spatial policy, which would keep an overview of the entire room and would on the responsibile level direct the socio-economic development in the aspect of the long-term sustainable spatial development. Due to the complexity and uniqueness of Karst, this area requires a rational management of space, which will provide a comprehensive development of the region. The establishment of sustainable land-use planning is possible only with the coherent intertwining of protective, development and other measures, so that the resulting requirements do not cause effects on the social, economic and environmental conditions, but provide coordinated solutions. To this end, with the purpose of concerted planning of cross-border spatial development arrangements, the envisaged activities include the preparation of three documents, namely the Study on Spatial Planning in Karst (with an analysis of the current situation in the field of spatial planning and development planning), a Comprehensive Strategic Plan for the Development of Karst (with a full spatial design of Karst) and the Guidelines for the Spatial Implementing Acts in the Municipalities of Karst.

The activity is led by the lead partner (VP) and the Province of Gorizia (PP2), in collaboration with the selected external contractors on the Slovenian and Italian sides of Karst. Other project partners cooperate within the framework of the Local development group, which was, including other professional institutions in the area of Karst, created with the purpose of giving professional input and validation of the content of produced documents. In addition to the Local development group, other working bodies and decision-making bodies take part in carrying out the activities, and in the future the representatives of different target groups and interests will be included in the process itself.

ACTIVITY 3 – Establishment of the EATC in Karst

The objective of the activity is to examine the possibility of setting up operations of the European Association for Territorial Cooperation (EATC), with the purpose of establishing a permanent support to cross-border cooperation in Karst. The EATC is an instrument, envisaged in the Regulation (ES) no. 1082 from 2006, in order to facilitate and promote cross-border, transnational and inter-regional cooperation among the members, which can be the Member States, the regional communities, local communities or voluntary organizations governed by public law. All the formal and organizational steps, required for the formal establishment of the EATC, are intended to be met within the framework of the project. If the latter is not established by the end of the project due to legislative restrictions, at least a "Permanent cross-border panel for the development of Karst" with the same intentions as the EATC will until then be established. For this purpose, the preparation of the EATC statute or a relevant agreement in the case of "Permanent cross-border panel", the establishment of its competences and the establishment of the working group are envisaged. If possible, it will then pass on to the request for the establishment of an EATC in the relevant Member States (Italy and Slovenia). The main objective of the EATC or the "Permanent cross-border panel" in Karst will be to promote the implementation of a "Comprehensive strategic plan for the development of Karst", the construction of which is envisaged by the previously described activity..

The activity is led by the lead partner (VP) in collaboration with the selected external contractor. Other partners of the project are involved in the implementation of activities by offering their staff according to the specific technical competencies and experience.

ACTIVITY 4 – Initiatives for the dissemination of the strategies of energy saving

Since the energy is one of the important factors for the environment, the purpose of the activity is the preparation of the document the Guidelines for Energy Conservation in Public Administrations in Karst, which will form the basis of energy saving in the public sector in Karst, as well as supporting the use of renewable energy. This will take into account two important aspects, namely the efficient use of energy in buildings and public lighting. Within the prepared document the most efficient technological solutions will be set out according to the specific nature of the territory, and in addition, examples of the performance will be proposed.

The activity is led by the lead partner (VP) and the Province of Gorizia (PP2) in collaboration with the selected external contractors.
